Is birthcontrol halaal in islam?

My mother in law was in a confession booth after she had my husband, she tells the priest her sins and adds "I use birthcontrol". He asked her why.... she said that her and husband cannot afford to have another child, they were struggling and it's not fair to the kids. The priest said she had no faith that God will provide, and if she does not stop using birth control, she has NO absolution. (meaning, the priest won't forgive her, so that means God won't forgiver her, so she's going to hell for using birthcontrol).
