PRIVATE & CONFIDENTIAL

Background

We currently know of the following regarding the racing event named Formula One:

• The car racing event will take place in the Kingdom of Bahrain on 2nd, 3rd, and 4th April, 2004, from 8am to 5pm.

• The side events will start on 30th March 2004 and will include:

o Concerts

o Firework display

o Official receptions

o Parties

o Open-air cinema (motor sport films)

o Golf Trophy (charity event at Riffa Golf Club)

• It is expected that visitors may stay a number of days after the event has completed as well, depending on their ticket's time limit.

• The event will re-occur continuously in the Kingdom of Bahrain on an annual basis for the coming 5 years.

• Attendees to the Formula One event are expected to reach beyond 75 thousand individuals.

• Most attendees of the event may be residing outside of the Kingdom of Bahrain in neighboring countries.

• New roads are currently under construction for the upheaval of traffic within the event's days. Some roads will be restricted, and traffic will be one-way controlled according to the time of day. It is expected that the journey to and from the event will take hours in length.

Objective

1. To ensure that the maximum possible number of Formula One visitors to the Kingdom of Bahrain are aware of the merits of the religion of Islam.

2. To facilitate the above visitors' reversion to this religion of truth, if they so wish.

3. To involve a wide part of the community in Da'wa activities; both training and real-life practice.

4. To solidify relationships between individuals and organizations working towards this cause.

5. To raise the bar of proper organizational awareness and correct teamwork practice between Da'wa workers.

Strategy

1. By making knowledgeable volunteers available at selected areas of visitor concentration along with the material required to help propagate the message of Islam to the foreign guests.

2. By inviting all visitors to a series of cultural activities conducted by Ahmad Al-Fateh Center. Permission for these activities will be sought from the government of the Kingdom of Bahrain under the guise of traditional hospitality and attracting tourism to the Kingdom.

The intention in both cases is to include free distribution of educational material as part of the hospitality, and encourage dialogue in a friendly atmosphere.

This strategy builds on the following givens:

1. The government of Bahrain is fond of its history and the character of Ahmad Al-Fateh is an integral part of it as well as being first of the current ruling family.

2. The government of Bahrain may not encourage religious activities in tourist entertainment areas.

3. Many tourists view positively, and actively take part, when prompted to learn of other cultures and their customs.

4. Tourist may shun away from religious preachers, especially if missionary tactics are used.

5. Other than Al-Fateh, none of the organizations involved in this plan are associated with tourism and most are directly and solely associated with religious activities.

6. Tourists rarely resist free items that make travel costs worthwhile.

This strategy does not mean to undermine efforts from other organizations but rather make use of the strengths of each. Using Al-Fateh as a façade for government and tourists will still require us to utilize the strength of public recognition available to Hidd Fund, Discover Islam, and Islamic Center for gaining the required public and commercial support. Therefore, it should be through these organizations that funding parties and charitable institutions are approached.

Scope of work

The targeted visitors will be within the borders of the Kingdom of Bahrain and mainly concentrated within these areas:

• Point of entry, whether it be the King Fahad Causeway or The Bahrain international Airport where an Arabic tent facility is already in place.

• The Bahrain International Circuit, being the center of events, but keeping in mind the space constraints and probability of being inappropriate for sisters.

Other areas of interaction with visitors may be:

• Just outside the Bahrain International Circuit, in the parking area where a tent may be setup to receive visitors, with a separate tent for sisters' activities.

• Encouraging guests to visit Bahrain's cultural attraction: Ahmad Al-Fateh Islamic Center where they can be hospitably invited to discover Islam in its most peaceful environment: the Masjid.

Methodology

• Either traditional approach of reaching to visitors will be utilized or a modern approach focusing on advertising through different media types in order that visitors will approach the project volunteers in their center, stand, or tent.

• A gift pack containing some or all of the following:

o Selection of booklets and reading material

o Website addresses

o Tapes with appropriate audio material

o CD with web and multimedia material

o Business cards of the founding organizations

o Ads on behalf of the funding parties

o Feedback form

• Regarding reading materials:

o The most requested and highly effective titles need to be focused on. Including:

 Translations of the Quraan

 "A Brief Illustrated Guide to Understanding Islam"

 "The Religion of Truth" by Bilal Philips

 "Islam and Christianity as seen in the Bible" by Sayed R. Ali

 "Muslim-Christian Dialogue" by H. M. Baagil

 "One Message" by Dr. Naji Al-Arfaj

o Only English, French, Italian, and German languages are needed for this event.

• Stands and booth need to be set-up at the event center as well as the airport, as well as utilizing the airport tent. Stands may need to be dispersed in many locations in a single site.

• A tent available in the departures section of the airport (near the Gulf Air VIP lounge) may be utilized for this purpose.

• Large tents for each sex are to be set-up just outside the event center, with brothers and sisters lecturing in a different language in each corner.

• Hospitality may be provided in the form of a resting area with refreshments.

• Within the tents, entertainment can be provided in the form of Falcons and Camels rented for the occasion.

• Audio/Visual media may be utilized.

• Guest log(s) need to be maintained for feedback, statistics of work, and future communication with visitors.

• Road maps guiding to Al-Fateh Center should be available for those visitors who are staying after the event to sightsee.

Resources

• Current

o Staffs of the involved organizations are expected to designate some part of their time and efforts towards the objectives of this plan.

o Budgets of the involved organizations for the next five years should allocate contribution towards the project.

• Proposed

o Manpower

 A plan is required for employing and training recruits of volunteers and paid staff to be involved in diverse activities as needed.

 Reverts to Islam with a sound educational background are most especially of influence, and training them for Da'wa is expected to be of great benefit.

 Inviting experienced Dawa workers from around the world to attend and assist in planning and implementation.

 Coffee servers are needed for the tents working on a shift basis.

o Funding

 Approach recognized Islamic Centers for letters of reference and recommendation in order to assist with gathering funds for the project.

 Creating public awareness of our activities through Bahrain TV and Al-Majd channel in order to promote sponsorship.

 Printed material to be professionally designed for communicating a positive impression upon sponsors.

 A committee to approach funding parties needs to be established and start work as early as possible to take advantage of the blessed month of Ramadan when people are most generous.

o Other Materials

 Approach government officials asking for funding, materials, and space allocation both on and off premises.

 Requesting Islamic Centers to provide funding and educational material. The Saudi embassy, Abdul-Malik Al-Qasim, and Dr. Murad Hoffman are a few that may be able to contribute translated material especially.

 Gate passes are required for the concerned personnel working both at the Airport as well as the Bahrain International Circuit.

 Signs, posters, billboards, and banners are required for posting at different sites. These should be of unified design, and colors

Training Programme

• Enlisting volunteers

o 1000 volunteers will be needed working on a shift basis according to their area of residence and will be collected through:

 Da'wa organizations (Al-Fateh, Discover Islam, Islamic Center)

 Charity Funds such as Hidd, Muharraq, Hamad & Isa Town, Al-Kalima Al-Tayiba,

 Independent volunteers

 On-Call volunteers

o Categorizing volunteers into language groups

o Requirements such as minimum age and language skills may be applied for some areas of volunteering. Marital status may be required for sister volunteers.

• Enlisting trainers

• Organizing training sessions

o Main training venue will be Al-Fateh Center

• Training topics

o Training materials:

 "Islam and Muslims" by Sayed R. Ali

 "Islam Is …" by Pete Seda

Administration

1. The plan will be administered by a central committee consisting of members from the different organizations involved.

2. Sub-committees may be created by the central committee as needed with responsibility for achieving specific parts of the plan. These sub-committees may be of temporary or permanent nature as the central committee sees fit.

Code of conduct

1. All aspects of the project must keep to Islamic code of law and conduct above all other considerations.

2. The central committee is responsible for resolving any dispute in this respect and reserves the right to take corrective action where necessary.

3. Disputes between central committee members will be resolved through the chairman and his say will be final.

4. The deputy chairman may take place of the chairman when assigned by the later to do so.
