How the Islam handles 'rebellion' and 'serious crimes'?

Yes that's one part of the question.

The other part is if somebody committed a serious crime such as stealing or commiting fornication, what system has the Islam to solve the situation? is the person somehow 'excommunicated' from the organization or something? or the person can still being a Muslim after he/she committed a serious crime. In most religions, the person will be excommunicated then they can repent and go back to the Church and if necessary be baptized again. How is it in the Islam?. Thanks for the answers.
