Who are Believers according to Quran?

So someone enlighten me. What does the following passage in the koran mean?


<i><b>And who guard their private parts, Except before their mates or those whom their right hands possess, </b></i>


Who are these people that the "right hands possess"? Any why are muslim males allowed to expose their private parts to them???
