Now that you clarified what u actually aimed at.
Let me explain, repentance is a worship that is performed to Allah only, and only Allah Accepts it or not. Not as I told u when one keeps repeating the same sin for which s/he made the repetenance because one should not take Allah LIghtly.
As for sins, in Sharia, there are punishments (Hududs). A Muslim ruler is authorised to apply those hudud only when the crime is proved, like in stealing, red handed murder, and zina for instance. Either one confesses that s/she committed this crime which is cuncurrentlly a sin or to be caught in action with witnesses supporting the act according to the stipulated regulations for each.
If the person repents, before s/he is caught, then this shall be between her/him and Allah, however, if the person for instances approaches the ruler, and confesses, thus, a ruler must apply the Had of Allah.
