The fact there is doubt and confusion then one cannot say he is a prophet for definite as issues of aqeedah have to be definitive and not open to conjecture based upon verses of quran.

Al-Tabari said in commentary to this verse: “And we have no prove about the aspect from which we can prove the name of the one who asked the question. It could be Uzayr and it could be Aramia, and we do not need to know his name; because the verse was not meant to make people know his name, but it was meant to make the rejecters know of Allah’s Ability to revive His creatures after their death, and to restore them after their destruction, and also to make them know that life and death are in His hands….And if what was meant by this was the name of the one who asked this, the proof would have been established in a manner that cuts off any excuses and removes all doubt. The intention was rather to rebuke the one who asked; thus Allah mentioned this to His creatures.”
