we also have to remember how much those little eyes and ears, see and hear. i think too many times parents don't sensor what their children watch or listen to and they get so used to seeing uncoverd women, hearing bad language, etc.. that they grow up around this and it affects their modesty and their shyness. think about a child that never hears bad lanaguage in his home, never watches half naked women on tv and things of this nature. inshaAllah it will be easy for him to lower his gaze as he gets older because seeing women like that will make him shy and uncomfortable. well, just my 2 cents as a mom
