That sounds similar--indeed exact--to Daniel Pipes "moderate" evil. Since evil itself is an absolute term--one hopes--it would seem frivolous to induce that there can be a "moderate" or "lesser" evil, if you will. Indeed, the support of Saddam to topple Iran resulted in defusing one "evil" while at the same time impregnating another. Its as geometric as a circle.
