That is one of the things a person should do when giving da'wah. Targeting the elite. Because elites are the one who set the example for the poor, and middle class to follow and tend to have a strong impact. Just Like if we are able to get Abu Bakr (RA), Uthman (RA), and Umar (RA) out of these socities to follow Islam, then Islam will flourish greatly.

Matter of fact Ali, I have more to say and explain may be we can dedicate this thread for this. It is not that the government wouldn't do the unified khutbah thing, it is just that as my cousin said, will be a process of a high cost and hard to implement. Specially needing to reach the remote rural areas. But u want to hear more of the truth, I am usually reluctant to talk about it not to fall into bringing bad news to the ummah when the Messenger of Allah صلى الله عليه وسلم said good shall prevail in my ummah till the Day After. For example, my cousing told me during Iraq war that they are restricted about certian points not to touch on. Another Imam, who is known to have large audience and major impact also on elite (the masjed he works on in an upper class district), was not allowed to make dua Qonute.
