As I understand it TAKING out blood deliberately, I think cupping is mentionend in the first fatwa and testing blood is mentioned in this other fatwa, are in the same 'group'.
If you cannot do this test during the night, when you do not fast, and are so sick that you cannot be without taking them during daytime, then you should not fast at all. Then you are sick, and you should not fast.
But bleeding from the nose is not something you PLAN to do, or if you fall and injure yourself so you will bleed, that is neither someting you plan to do, so then you do not do it deliberately and therefore your fast is valid.
This is how I understand it.

I agree that if you want to take a bloodtest during the day <b>you can be really sick </b>but I shall try to explain one situation I thinking of.You don`t need to be really sick if you have diabetes.Somtimes when you fast and feel dizzy or hungry then can that mean that you have low bloodsuger.To be sure about that you must take a bloodtest.And then we have another fatwa.I show you

Shaykh Ibn Baaz was asked about the ruling on a person who has blood taken when he is fasting in Ramadaan for the purpose of testing.
He replied:
<b>A test of this nature does not affect the fast, rather it is excused, because it is something needed, and it is not like the things that are known to break the fast according to sharee’ah.</b>
Majmoo’ Fataawa Ibn Baaz, 15/274.
Shaykh Ibn ‘Uthaymeen was asked in Fataawa Arkaan al-Islam, p. 478, about the ruling on a fasting person having a blood test, and whether that breaks the fast.
He replied:
<b>The fasting person does not break the fast by having blood taken for a test. If the doctor needs to take blood from the patient to test it, this does not break the fast, because it is a small amount of blood and it does not affect the body in the way that cupping does</b>The basic principle is that the fast remains valid and cannot be spoiled except by things for which there is shar’i evidence that they affect the fast. In this case there is no evidence that the fasting person breaks his fast because of this small amount of blood. With regard to taking a large amount of blood from a fasting person in order to donate it to a person who needs it, for example, then if a large amount of blood is taken which has the same effect on the body as cupping, this does break the fast. Based on this, if the fast is obligatory then it is not permissible for anyone to donate a large amount of blood to anyone, unless the person who is to receive that blood is in dire need and cannot wait until after the sun sets, and the doctors have decided that the blood of this fasting person will benefit him and will meet his immediate need for it. In this case there is nothing wrong with donating blood, and he may break his fast and eat and drink in order to regain his strength, and he should make up this day when he broke his fast.

I hope I did not confuse you, I had no intention to. Sometimes one must read more than once to grip an issue, and sometimes that is not enough one has to read even other issues that complement the task.
If you look at the threads that sister Muslimah forwarded, especially the second one with number 730; it says at one point.
4. Injection: either inter veinous, under skin or others provided it is for treatment purposes and not nutrition. Enema also may be used during fasting hours, in addition to the asthma inhaler and taking blood samples for test purposes.
The example I pointed to, was a bit aside I suppose, since I concentrated on cupping, and that can most surely wait until after sunset of perhaps even after Ramadan.

Regarding sickness and fasting, this is the fatwâ of the Permanent Committee for Research and Fatwâ in Saudi Arabia: “If a trustworthy Muslim doctor says that it is not permissible to fast, then you can break your fast and make it up after you recover. If recovery is either delayed or not expected and you are almost certain that you will not be cured then you can feed one needy person one and a half kilograms of food in lieu of each day of fasting.”
